고령사회를 대비한 고령자 고용촉진방안

Not only in Korea but also the whole world is experiencing unparalleled social changes from low birth rates and aging. The dream of an extended life combined with birth rate is causing side effect of the growth of a dependent population. Also, many countries are emphasizing on the necessity of rebuilding the infrastructure of the country because of this side effect. Since Korea is also rapidly progressing into a predominant elderly society, economic stabilization and social participation for the aged in particular employment opportunities have become an important national task. To this end, this study suggests five solutions to the policy towards the aged employment problem in order to counteract a rapidly aging society in the near future. First, a new policy must replace deficient workforce in the future with the aged man-power development. Second, the best use of highly experienced and knowledgeable needs to be maintained by banning age discrimination and improving the age-limit system. Third, job enrichment and job satisfaction need to be improved through the development of proper jobs and job redesigning for the aged. More job positions also need to be created. Fourth, an adequate work environment for the aged needs to be created so quality of life and quality of working life can be improved. Fifth, pay structure needs to be improved by using a more efficient “wage-peak system” for the aged so labor cost can be reduced. These kind of countermeasures should be made systematically and with a view to the future to prevent this situation from worsening.
