자유주의적 거버넌스의 딜레마 -국가의 정책 자율성을 중심으로-

이 연구는 국가, 시민사회, 시장 간의 신뢰, 소통, 협력에 바탕을 둔 자유주의적 거버넌스가 직면할 수도 있는 정책적 딜레마를 분석하였다. 이 과정에서 문제해결 대안으로서 국가의 정책 자율성을 예시하였고, 이 대안이 내포할 수도 있는 반작용도 논의 하였다. 분석은 딜레마 분석 구조를 응용하였으며, 논의는 이성적인 논변양식을 따랐다. 이 분석결과를 토대로 한다면, 자유주의적 거버넌스는 각 주체의 자유를 중심으로 설계된 국정운영방식이다. 그래서 “국민에 의한” 국정운영에 지나치게 穿鑿(천착)하게 되면 “국민을 위한” 국정운영을 훼손하게 되는 역설이 발생한다. 또한 자유주의적 거버넌스 앞에는 상충되는 가치, 상충적인 대안, 시민사회와 시장 사이의 역설적 관계, 특정 정책추진으로부터의 기회손실 등의 딜레마구성요인이 줄줄이 대기하고 있다. 이러한 문제의 해결대안으로서 국가의 정책 자율성을 도입할 경우, 정책의 일관성과 추진능력은 강화된 반면, 반 자유주의로 회귀할 수도 있다는 쟁점이 있다. 그렇기 때문에 자유주의적 거버넌스에서는 각 주체가 국가의 법치, 시민사회의 자기정화능력, 시장의 경제적 합리성 간의 신뢰, 소통, 협력을 통하여 和而不同(화이부동)해야 하고, 국가의 정책 자율성은 본연의 역할에만 충실해야 한다.
Abstract
This study analysed a dilemma bring about liberal governance focused a state autonomy for the policy driving force. And so, liberal governance problems for the policy driving force have an argument among a State, NGO, and Market. According to this findings on analysis, the liberal governance defines a mode of governance for the subject of rights respectively. This a dilemma caused liberal governance involves problems with the policy driving force, That is a trade-off between policy values and several a subjects, and so on, policy implementation lead to much policy opportunity costs. This policy problems build up a paradox about a state leadership crisis. For the policy problem-solving, liberal governance serves as a consistent policy, a joint efforts with all subject, and a minimum opportunity costs for policy driving force. The order hand, a state autonomy for the policy driving force keeps an eye on to make a safeguard boundary in check counterattack on anti-liberal dogma.
