한국행정학의 발전과 서울대 행정대학원 -그 역할과 기능에 대한 비판적 논의-

From the inception, Graduate School of Public Administration in Seoul National University (GSPA in SNU) has played a significant role in the introduction and the systematization of public administration in Korea. The function and gravity of GSPA in SNU in Korean public administration, however, have been shrunk gradually. Even though GSPA in SNU has lost the absolutely dominant status in Korean public administration, it still has maintained the relatively dominant position in Korean public administration. When we closely look into the system for recruiting professors in GSPA in SNU, we are able to find the fact that those who have a doctorate degree from prestigious universities in foreign countries and published their paper in SSCI are extremely preferred. When it comes to the academic achievement of professors in GSPA, their academic achievement has not been quiet impressive compared to scholars in other universities. In addition, they have actively done public activity. In spite of the fact that there are 151 people who have been awarded the doctorate degree from GSPA in SNU, they have no opportunity to be a professor in Seoul National University mainly due to the disbelief of their academic qualification and academic performance. It can be said that the academic trend of GSPA in SNU highly depends on introducing knowledge of global policy and public management theory which are created in advanced countries. Furthermore, the imbalance of academic methodology and ideological inclination are also found. Moreover, faculty members of GSPA in SNU have done little thing to develop the public administration theories which reflect the idiosyncrasy of Korean government. Therefore, to improve core competence of GSPA in SNU, some alternatives such as self-imposed control of conducting excessive government projects and doing public activity, streamlining the system for evaluating academic performance of professors, and developing a wide variety of curriculums are strongly suggested.
