지방상수도 경영평가의 실제와 함의 -특별시와 광역시 상수도를 중심으로-

As global competition surrounding governments' water-supply services heats up, it is a challenging national policy for local governments to buildup competitiveness of metropolitan water-supply services. From a practical point of view, however, there are few arguments on it as much as its importance. Accordingly this paper explores some ways to strengthen local water-supply services of metropolitan cities in Korea using the evaluation report by Ministry of Public Administration and Security. First of all, even though some evaluation indicators are shown a little bit different between service agencies, seven metropolitan cities have similar level of comparativeness on the whole. Therefore, it seems that a more verity of operation systems to achieve international comparative advantage should be inevitably adopted. Moreover, from the results of comparing 7 metropolitan cities' performance to general cities, counties and outsourcing organizations, this study finds that metropolitan cities which have already attained 'economy of scale' show much more good performance than that of other local cities over almost all indicators. However, in case of outsourcing organizations, it needs to be noticeable that they are almost on the same level with metropolitan cities although they are apparently placed at a disadvantage in managing water-supply service. Thus, metropolitan cities need to accelerate their efforts focused onto public-owned corporation.
