공적개발원조 방안으로서 디자인 정책 체계

초록
국제 사회는 국가 간의 공존과 번영을 도모하고, 개발도상국가들의 발전을 돕는 방안으로서 다양한 국제 협력 사업을 수행해 오고 있다. 그 중 대표적인 것이 공적개발원조(ODA; Official Development Assistance)이다. 우리나라를 비롯하여 많은 ODA 수혜국들이 이를 통해 국가 발전에 도움이 되었다는 긍정적 효과에도 불구하고, 1990년대에 들어서면서 ODA 감소 현상이 시작되었고, 동시에 원조에 대한 피로감과 원조 시스템의 문제 등 다양한 지적들이 제기되기 시작하였다. 이는 경제적 도움만으로는 빈곤 퇴치 등 국제개발협력의 목표를 이루지 못함을 알았고, 개발원조의 다양성과 함께 각 나라가 가지고 있는 고유한 전통과 문화를 동시에 발전시킬 수 있는 방안이 요구되었기 때문이다. 디자인은 이러한 문제와 요구를 충족시킬 수 있는 분야이며, 선진국과 개발도상국 사이의 차이가 비교적 적게 느껴지고, 다른 분야에 비하여 최단 기간 안에 가장 적은 비용으로 산업을 진흥시킬 뿐만 아니라 경제 발전에 도움을 줄 수 있는 분야이다. 따라서 본 연구의 목적은 공적개발원조의 한 방안으로서 디자인의 유용성을 살펴보고, 효과적인 공적개발원조를 위한 디자인 정책 체계를 마련하고자 하는 것이다. 디자인 정책 체계를 통해 수혜국의 산업 진흥은 물론 디자인을 매개로 한 국제 문화 교류, 그리고 수혜국 시민들의 문화적 삶의 질을 높이는 계기가 될 것이다. 그 결과, 국내 디자이너와 디자인 기업의 해외 진출 교두보가 마련되며, 이는 한국 디자인 산업의 발전에 공헌하게 될 것이다.
Abstract
The International community has carried out various international coalition projects as a way to promote international coexistence and prosperity and to help the growth of underdeveloped countries. One of the major projects is ODA (Official Development Assistance). Even though there have been many positive effects on the development of the beneficiary countries, i.e., South Korea, we have seen ODA reduction trends in the 1990's, the weariness of the supporting countries, and the problems in the assistance system itself. It has been found that economic assistance alone cannot succeed in fighting poverty, which is one of the goals of international development coalition, and that various means of diversifying assistance are required while developing indigenous tradition of individual countries. Design is one of the fields that can solve the problems and fulfill the demands, and that can support economic development with the least expense and time as well as with less disparity between developed countries and underdeveloped countries. Accordingly, the purpose of this research is to examine the usefulness of design as a means of ODA and to develop a design policy system for more effective ODA. The design policy system proposed in this research will help industrial development of the beneficiary countries, encourage international cultural exchange, and provide an opportunity to enhance the quality of the life of the people through the medium of design. This will help Korean designers and design businesses to obtain a strong foothold in overseas markets, which in turn will contribute to the development of Korean design industry.
