정부역량에 관한 연구동향 분석과 개념 비교
Comparative Study on Concepts of Government Capacity Exploiting Citation Analysis

정부의 역량에 대한 다양한 개념을 이론화하고 이를 분석에 활용하고자 하는 시도는양적으로 크게 증가하였지만, 이러한 개념들의 유사성이나 차이점은 아직 잘 정리되어있지 않다. 이와 같이 다양한 개념들의 공통적인 속성은 무엇이며 이들 간의 차이는무엇인가? 그동안 정부의 역량을 개념화하고 이를 측정하고자 하는 노력은 지속적으로이어져왔고, 그 결과 국가 역량, 좋은 정부, 좋은 거버넌스와 같은 다양한 개념에 대한논의가 꾸준히 축적되었음에도 불구하고 ‘정부의 질’과 같은 새로운 개념이 등장하게된 이유는 무엇인가? 이러한 맥락에서 본 연구는 1980년대 이후 정부의 역량을 개념화하고 활용하는 시도가 활발해진 촉발배경을 이해하고자 하였다. 이어서 인용분석(citation analysis)을 통해 좋은 거버넌스, 좋은 정부, 정부의 질 등, 정부의 역량에 대한유사개념을 활용한 논문들을 선정하여 이를 포괄적으로 검토하면서 이러한 개념들이어떻게 변화 혹은 발전되어 왔는지에 대해 구체적으로 살펴보았다. 이를 위해 본 논문은먼저 시간의 경과에 따른 연구동향의 흐름을 한눈에 파악할 수 있도록 종적 차원의분석을 실시하였다. 이어서, 선행된 인용분석 결과에서 제안된 정부의 역량에 관련된중요한 개념들에 대해 횡적 차원의 비교논의를 실시하면서 정부의 질, 거버넌스, 좋은정부 등 정부의 역량을 정의하는 유사개념들의 차이점과 공통점을 논의하였다. 마지막으로, 정부의 질 및 거버넌스 등 새로운 개념에 대한 연구들을 분석한 결과를 토대로, 그 발전의 기여 및 한계를 비판적으로 검토하여 정부 역량 관련 논의의 발전을 위한향후 연구방향을 제안하였다.
Abstract
Studies attempting to theorize and adopt various concepts related to ‘government capacity’ intheir research have been increasing by its number. However, there is a lack of systematiccomparative analysis on these concepts. Discussion on conceptualization and measuring of thecapacity of government has been facilitated producing many related terms such as goodgovernment, good governance, etc and recently the ‘quality of government(QoG)’ has also beengaining its attention. This study aims to understand the socioeconomic and political backgroundof the development in discussion around government from the 1980s by first exploiting citationanalysis. We vertically examine how discussion on good governance, government and the qualityof government, etc has developed and evolved over different time periods by systematicallyreviewing studies focusing on such terms and concepts. Next, we critically compare the conceptsrelated to government capacity referring to literature that were found eminent in the field basedon citation analysis. Lastly, we critically review on the contribution of and limitation in theliterature of quality of government and governance suggesting the next avenue for furtherresearch.
