상업용 무인선박의 법적 쟁점사항에 관한 연구

When it coms to Unmanned Commercial Ships, there are considerable benefits in shipping industry, ranging from cost efficiency for crew costs, ship operation costs and the prevention of marine accidents caused by human elements. Therefore, with the rapid change of shipping environment, they can be regarded as next generation ships since it can be efficiently operated by shipping companies. In particular, the European Union was given a guidance to develop Unmanned Commercial Ships by Maritime Unmanned Navigation through Intelligence in Networks project, which was demonstrated the necessity of technology advancement and economical benefits in relation to Unmanned Commercial Ships. In addition, Rolls-Royce Company, which is specialised in manufacture and service integrated power systems for use in the air, on land and at sea, addressed the fact that they will complete and commercialise the technology development of Unmanned Commercial Ships until 2020. However, above all, where the unmanned commercial ship should need to examine the legal aspects and institution in advance introduction of Unmanned commercial ships in shipping industry. This paper will deal with the legal status and the present technology state in terms of Unmanned commercial ships. According to the analysis of legal status of Unmanned Commercial Ships, we will review whether they can be applicable for international maritime conventions such as the aspects of maritime safety, marine environment, etc. In conclusion, there is a need to consider and amend relevant international maritime conventions relating to the legal definitions, physical and human elements, etc. so as to facilitate early realisation of unmanned commercial ships’ era.
