신문 등 정기간행물 등록제에 관한 법률적 고찰

Registration system of newspapers and journals has been working as a basic framework for publication industry in South Korea. In 2016, the Korean Constitutional Court ruled that some of the registration requirements of online newspaper was unconstitutional. Hence, the registration system needs to be reexamined. Because the Newspaper Act punishes any publishers who did not apply for the official registration at the government agency, the registration system has worked as a huddle for newspaper publishers. Also it is questionable whether this registration system would keep working effectively in the age of the Internet. As one-person media are increasing, the registration requirements of the Internet newspaper might be unreasonable. In addition, such registration system treats Internet Service Providers (ISPs) unfairly and discriminatively. This research examines the current newspaper registration system and reviews how the system has evolved historically and legally. This article argues that the registration system should be revised to promote the newspaper industry in the digital age.
