포용적 성장을 위한 지역 관광 진단과 과제: 충청북도 사례를 중심으로
Evaluation and policy considerations of regional tourism for inclusive growth: Focused on cases of Chungcheongbuk-do

본 연구는 포용적 성장이라는 관점에서 충청북도 내 관광 관련 현황을 진단하고 향후과제를 제시하는데 목적이 있다. 연구목적 달성을 위해 포용적 성장과 포용적 관광 관련 선행연구를 고찰하였으며, 이를 통해 지역관광에서 포용적 성장의 의의와 개념화에 대한 이론적 토대를 마련하였다. 포용적관광 성장이 실현될 수 있는 정책 수단은 지속가능한 관광 지향, 차별 없는 관광향유권 보장, 관광공급주체로서 지역주민의 주도적 참여 등 세 가지 원칙을 지향해야 하는 것으로 정리하였고, 각각의원칙이 반영된 구체적 정책 실천사례로 생태관광, 무장애관광, 관광두레를 제시하고 포용적 관점에서충청북도 내 관련 현황을 진단하였다. 진단 결과, 포용적 성장 관점에서 충북의 관광은 타 지역에 비해 미흡한 수준임을 설명하였다. 충청북도 내 관련 선정사례를 모두 합산한 결과는 총 7개로 나타났는데, 이는 전국 대비 3.1%에 불과한 수치이다. 강원도(41개소, 18.4%), 전라북도(35개소, 15.7%), 전라남도(29개소, 13.0%), 경상남도(29개소, 13.0%)의 관련 사례가 134개로 나타났는데, 이들 4개광역자치도의 대부분은 국내에서 관광 선진지역으로 인식되고 있다는 점에서 충청북도에 시사하는바가 크다고 할 수 있다. 다만, 세 가지 사례를 통한 지역관광 현황 분석결과가 포용적 관광 수준을평가하는 지표로서 충분하지 않은 부분이 있다. 전문가 의견수렴 등 필요한 과정을 거치지 못하였기때문이다. 포용적 관광 성장에 대한 후속연구의 축적을 통해 관광의 포용성 수준을 평가할 수 있는대표성 있는 지표가 개발되어 적용된다면, 객관적 분석 결과를 통해 지역 관광의 질적 성장을 단계적으로 전개하는데 기여할 수 있을 것으로 사료된다.
Abstract
The purpose of this study is to evaluate the tourism-related status in Chungcheongbuk-do and to present policy considerations from the perspective of inclusive growth. In order to accomplish the purpose, a literature review of prior research on inclusive growth and inclusive tourism was performed, and through this, the theoretical foundation of the significance and conceptualization of inclusive growth in regional tourism was determined. The policy measures for inclusive tourism growth should be based on three principles: sustainable tourism orientation, guarantee of tourism enjoyment without discrimination, and leading participation of residents as tourism suppliers. Practice cases were presented on eco-tourism, barrier-free tourism, tourdure and the relevant status of Chungcheongbuk-do was evaluated from an inclusive perspective. According to the evaluation, tourism in Chungcheongbuk-do was insufficient compared to other regions in terms of inclusive growth. The total number of related cases in Chungcheongbuk-do totaled seven, accounting for only 3.1% of the total. There were 134 cases related to Gangwon-do, Jeollabuk-do, Jeollanam-do, and Gyeongsangnam-do, and most of these cases are recognized as advanced tourism areas in Korea, which suggests great implications to Chungcheongbuk-do. However, the analysis of the status of regional tourism through three cases is not enough of an indicator to the level of inclusive tourism. This is because the study didn’t implement all necessary processes such as collecting expert opinions. If representative indicators are developed to evaluate the level of inclusiveness of tourism and are applied through the accumulation of follow-up research on inclusive tourism growth, it is believed that the objective analysis will contribute to the gradual development of qualitative growth of regional tourism.
