온실가스 감축을 위한 재정 지원의 우선순위 분석: Fuzzy VIKOR를 활용한 세대 간 인식 비교

This study aims to analyze the priority of fiscal support allocation for greenhouse gas (GHG) emissions reduction and propose improvements to the current budget distribution in South Korea. A structured survey was conducted with 74 experts in the carbon neutrality field, and a comparative analysis was performed based on generational perspectives, dividing respondents into younger (20s–30s) and older (40s and above) generations. To address the uncertainty inherent in complex decision-making, the study employs the Fuzzy VIKOR methodology. The results indicate a significant mismatch between the actual GHG emissions reduction budget and the expert-evaluated priorities, with excessive concentration in the transport sector. Notably, the transition sector, which received the highest expert ratings was underfunded in the actual budget. Generational differences also emerged, with the younger generation emphasizing long-term sustainability and innovation, while the older generation prioritized immediate reductions and cost-efficiency. The study highlights the need for a more balanced and responsive climate budgeting framework that accounts for intergenerational perspectives and sectoral imbalances. Methodologically, the study demonstrates the applicability of Fuzzy VIKOR as an effective tool for handling uncertainty in environmental policy evaluation.
