중국 정부출자 가이드펀드의 전략적 기능과 정책적 함의: 국가주도 첨단산업 육성의 거버넌스 분석

본 논문은 발전국가론, 전략적 산업정책론, 국부펀드 이론, 정부 벤처캐피털 이론, 임무지향 공공금융론, 국가혁신체제 이론을 종합해 중국 정부출자 가이드펀드가 첨단산업 육성에 어떻게 작동하는지를 분석한다. 반도체, 인공지능, 바이오 등 전략 첨단산업을 대상으로 한 국가·지방 펀드 사례를 검토하여, 정부 자본이 민간·국유 자본을 지렛대 삼아 대규모 투자를 조직하는 메커니즘과 민간 후속투자를 유발하는 시그널링 효과를 규명한다. 동시에 펀드 난립, 중복 투자, 투명성 부족, 민간 구축 효과 같은 한계를 지적하고, 최근 중국 정부의 제도 개선 조치를 검토한다.미국 CHIPS and Science Act, EU 칩스법, EIC 펀드, 일본의 산업혁신기구(JIC)와 비교하여 국가별 산업금융 거버넌스 차이를 논하고, 중국이 전략기술 확보를 위해 중국 특색의 공공 및 민간 협력 기금 모델 설계를 추진하고, 과제 지향적 금융 지원을 확대하며, 지역 조정 발전 기금을 활성화하는 등 정책 제안을 제시한다.
Abstract
This paper analyzes how the Chinese government-funded guide fund works to foster high-tech industries by synthesizing developmental state theory, strategic industrial policy theory, sovereign wealth fund theory, government venture capital theory, mission-oriented public finance theory, and national innovation system theory. It examines cases of national and local funds targeting strategic emerging industries such as semiconductors, artificial intelligence, and biotechnology, and identifies the mechanism by which government capital organizes large-scale investments by using private and state-owned capital as leverage, and the signaling effect that induces follow-up private investment. At the same time, it points out limitations such as fund turmoil, duplicate investment, lack of transparency, and crowding-out effects on private investment, and reviews recent measures to improve the Chinese government’s system. It discusses differences in industrial financial governance among countries, compared to the US CHIPS and Science Act, the EU Chips Act, the EIC Fund, and Japan’s Investment Corporation (JIC), and presents policy proposals such as promoting a model of public and private cooperation funds that are unique to China, expanding task-oriented financial support, and revitalizing regional coordinated development funds to secure strategic technology.
