새로운 테마 관광시설로서 펜션업 개발과 J 프로젝트 ; 전라남도를 중심으로

펜션업이라는 관광편의시설이 우리나라에서도 자연발생적으로 등장하면서 최근에는 유명관광지를 중심으로 펜션 개발붐이 형성되고 있다. 이러한 변화는 국민소득의 증가와 더불어 우리나라에서도 신관광(new tourism) 시대의 도래를 촉진하면서 농어촌에서의 체험형 여가활동도 펜션업의 틀 안에서 비약적으로 발전하게 될 것으로 보인다. 따라서 지역발전을 위해서 농어촌의 비중이 가장 큰 전라남도는 새로운 테마로 호평 받고 있는 펜션개발의 청사진을 시급히 제시할 필요가 있다. 특히 전남도는 ‘J 프로젝트’라는 인구 50만명이 거주하는 복합레져 관광도시의 건설을 전남 서남해안지역에 추진하고 있기 때문에 더욱더 펜션업에 주목해야 한다. 즉, 다양한 남도문화관광자원과 생태자원을 가진 전남에서는 펜션을 통해 외래관광객을 지역주민과 가까이 연결하는 등 새로운 관광추세를 적극 활용해야 한다. 펜션숙박을 통해 남도사람들이 살아가는 삶의 형태에 접하는 것, 곧 남도의 문화체험은 남도문화관광의 새로운 매력이 될 것으로 판단된다. 현재 추진중인 관광레져형 기업도시가 지역주민과 격리된 관광도시가 아니라 기업도시의 경제적 혜택이 주변지역에 확산되도록 해야한다. 이를 위해 전남은 외래관광객이 주변 지역민과 교류를 이루는 펜션숙박업을 활용할 필요가 있을 것이다. 그리고 남도문화관광의 진흥과 남도문화유산의 전승을 위해서 펜션 운영자들이 외부 관광객들과 문화적 교류를 이루면서 토착형 문화전달자가 될 수 있어야 한다. 이를 위해 전남도에서는 펜션에 대한 지원과 더불어 펜션운영자에 대한 학습 및 지도가 필요할 것이다.
Abstract
Pension, a new type of lodging, becomes popular in Korea. It makes a contribution to the vitalization of regional economy and the creation of regional income in the rural areas via the development of potential tourism resources. Because a variety of pension is usually managed by local residents, it helps regional economy have more jobs.As the age of new tourism is currently in progress, the life style of Korean people is changing and many urban residents are likely to spend more and more time on leisure activities in the rural areas in the frame of pension lodging.Therefore, the Province of Chonnam has to provide a blueprint of the development of pension which is a new theme in the field of lodging in order to both upgrade the quality of life of the residents and induce regional development.Especially Chonnam is in an urgent and desperate position to pursue J Project which is a huge construction of tourism-oriented big city like Las Vegas. The project is supposed to be financially pursued based on foreign (direct) investment.Tourists' experience and stay in the Chonnam Province and their contact with Namdo Culture(Korea's Southern Culture) in the local pension houses will play an important role to induce more tourists to the region. In other words, tourists' contact with the culture and life of the local dwellers can be a new form of potential tourism resources.In conclusion, Chonnam needs to take advantage of the mingle of inbound tourists with the Namdo Culture which contains various tourism resources and eco-resources through pension lodging. In concrete, Chonnam has to make the full use of pension-typed lodging to create regional income.
