재정지원사업 평가의 신뢰성에 관한 연구

초록
교육인적자원부의 고등교육기관에 대한 재정지원규모는 1990년대 이후 확대 추세에 있으며, 지원방법도 일반지원에서 평가에 의한 차등지원방법으로 전환하고 있다. 평가에 의한 차등 재정지원과정에서 중요한 문제 중의 하나는 평가의 신뢰성 확보이다. 본 연구는 전문대학 재정지원사업을 대상으로 평가위원들이 정성평가항목에 대하여 부과한 점수가 평가위원 상호간에 어느 정도 일관성을 가지고 있는 지를 분석하였다. 분석결과는 다음과 같이 요약할 수 있다. 첫째, 전체 모형에서 평가위원 상호간의 알파계수가 높게 나타나 평가시에 평가위원들의 의견이 대체로 일치되었다. 둘째, 전체 평가위원 중 한 명씩의 평가위원을 제외하고 난 후, 알파계수를 측정한 결과 어떤 모형에서도 알파계수가 그리 크게 증가하지 않았다. 따라서 최고점수 및 최저점수를 가진 특정 평가위원을 제외하지 않고 전체 평가위원의 점수를 이용하여 평가결과를 도출하여도 평가결과는 비슷할 것으로 추정되었다. 이와 같은 연구결과는 교육부의 재정지원사업에 대해 많은 기초정보를 제공할 것이며, 전문대학에는 개선해야 할 분야를 확인할 수 있는 계기를 제공할 것으로 기대된다.
Abstract
This paper empirically examines the reliability evaluation of the governmental financial support undertaken by junior colleges of the nation. The combination of equality and efficiency of the financial assistance is of substantial importance not only for the procurement of financial resources for the vocational education, but also for the distribution of the resources.The government-funding projects are devoid of clear legal bases with respect to the financial assistance, and therefore how to secure the budget allocation on a stable basis has become a matter of concern. Especially, an provided great incentives for the beneficiaries that are suffering greatly from poor financial background.
