웹 접근성 지침에 기반한 웹 디자인에 관한 연구

초록
2006년 10월 통계청이 발표한 ‘2006 고령자 통계’에 따르면 총인구 중 65세 이상 인구비율은 9.5%로 이미 고령사회를 접어들었으며 나아가 ‘초(超)고령사회’를 눈앞에 두고 있다. 또한 정규 교육을 받은 고령자와 인터넷의 사용이 가능한 고령자 역시 그 숫자가 늘어가고 있으며, 사회적 관계유지정보를 통한 생활의 편익 등 인터넷 사용으로 인한 효과가 긍정적으로 평가되고 있는 현실이다. 한편 2004년 12월 ‘한국형 웹 콘텐츠 접근성 지침’이 발표되었고, 이에 최근 정보통신부는 공공기관을 대상으로 웹 접근성(Web Accessibility) 전문교육 및 관련 세미나를 실시하여 웹 접근성 준수 및 웹 접근성에 의거한 콘텐츠 디자인에 역점을 두고 있다. 이미 미연방정부를 비롯한 세계 각국에서는 모든 관공서나 공공기관이 운영하는 홈페이지에 웹 접근성을 의무화하고 있으며 법 제정을 통해 강제하고 있다. ‘웹 접근성 지침’의 중요 요지는 모든 사람들에게 제대로 정보를 전달할 수 있는 다양한 도구를 갖추라는 것으로 요약되며, 특히 고령자를 위한 특화항목으로는 고령자의 인지능력을 감안한 글자확대 등이 지침으로 마련되었다. 본 연구는 ‘웹 접근성 지침’ 중 특히 고령사용자를 위한 웹 콘텐츠 디자인의 개선이 어느 정도 이루어졌는지를 한국정보문화진흥원에서 ‘웹 접근성 실태조사’를 위해 선정하였던 공공기관 사이트 중 일부를 중심으로 조사한 후 고령사용자가 직접 사이트를 방문접속해 보는 과정을 통해 연구분석되었으며, 이에 미흡한 부분에 대한 보완개선사항을 제시하였다.
Abstract
The old people who are educated and who can use internet are going on increasing. The effect of using internet are evaluated positively.The guide of Korean Web Contents Accessibility was announced in December 2004. Ministry of Information and Communication started the Web Accessibility education and related seminars for the public organization. Most of the countries as well as U.S.A put the Web Accessibility as a matter of duty for their homepages. The guide of Korean Web Contents Accessibility is to have various tools that can give proper informations to every person. It includes enlargement of letter for the aged people. This study checked public organization site and some private sites, investigated that how much improvement of web design for aged people was made through the aged people used the web sites personally, and presents spme improvements for unsatisfactory areas.
