직업교육에서의 산학협력 활성화 방안 탐색

그간에 우리나라의 직업교육기관은 산학협력 활성화를 위한 다양한 노력을 기울여 왔으나, 여전히 성과는 크게 가시화되지 않고 있고 해결해야 할 과제는 적지 않은 것이 현실이다. 또한 정부의 정책도 개념 정립 부족, 운영 원리의 일관성 미흡, 학교급별 차별성의 부족, 재정지원의 부족 등의 문제를 노정시키고 있다. 이 연구는 이러한 문제 제기에 기초하여 우선적으로 산학협력의 개념 정립과 운영 원리에 관해 논의하고, 이를 기초로 직업교육기관에서의 산학협력 실태를 분석하며, 그 결과에 터해 탐색된 산학협력 활성화 방안을 제안함을 주 목적으로 하였다. 연구 결과에 따르면 산학협력의 참여 주체인 정부, 산업체, 직업교육기관은 다양한 문제점에 접하고 있으며, 특히 정부의 법령과 예산 지원도 여러 문제점을 노정시키고 있는 것으로 확인되었다. 산학협력 참여 주체의 문제점 진단에 기초하여 이 연구에서는 ① 산학협력의 개념 정립과 통일된 운영 내용 체계 설정, ② 산학협력의 새로운 운영 체제 구축, ③ 직업교육기관의 산학협력에 관한 정부의 행․재정 지원 강화가 필요함을 강조하였다. 특히 산학협력의 개념 정립과 통일된 운영 내용 체계 설정을 위하여 산학협력은 산업계, 정부, 교육기관, 연구소가 국가․사회의 발전을 위하여 ① 산학협력교육, ② 공동연구개발 및 사업 운영, ③ 인적․물적자원의 교류, ④ 정보의 교류 분야에서 적극적으로 협력하는 활동으로 그 개념을 정립할 필요가 있음을 강조하였다.
Abstract
The Government, industries, and vocational education institutes, all together have made efforts for development of the industry-school cooperation in Korea. However, they are still tackling with various problems for the cooperation in accordance with changes in the global village and economic and societal changes in Korea. This study aimed at not only investigating problems of the industry-school cooperation, but also exploring developmental policies for the industry-school cooperation. Review of the related literature was the main research methodology in this study. The result of exploring the problems of the industry-school cooperation shows that there are not a consistent definition of the cooperation, a proper differentiation in accordance with school level, the coherent lawful arrangements, and sufficient financial supports. Based upon the results of the study, the article made policy suggestions as follows. Firstly, A consistent definition of the industry-school cooperation and coherent contents of the cooperation are needed. In particular, the cooperation is needed to be defined as "cooperative activities that are performed by the Government, industries, and vocational education institutes, and research institutes in running of cooperative education program, cooperative R&D, exchange of human and material resources, and exchange of information for the development of the society and the nation." Secondly, New paradigm of the industry-school cooperation is to be developed. It needs to show the new roles of each stakeholders. Thirdly, the central and local governments needs to expand financial supports especially for vocational colleges and vocational high schools.
