농업생산 디지털화에 따른 지역농업 정책과제

초록
농업부문에도 디지털혁명의 많은 영향을 받고 있다. 인터넷을 통한 전자상거래 뿐만 아니라 컴퓨터를 활용한 생산시스템 등이 활용되고 있다. 이 연구는 농업생산 디지털화가 전개됨에 따라 지역단위에서 어떻게 대응해 나가야 하는지 방향성을 검토하는데 연구목적이 있다. 먼저, 농업생산기술의 디지털화는 농업생산과정에서 발생하는 지식과 정보, 그리고 기술적 내용을 분류하여 정보화하고 이를 반복적으로 활용할 수 있도록 하는 것을 말한다. 대표적으로 정밀농업을 주 내용으로 하는 포장관리기술과 더불어 작물관리기술이 이에 포함한다. 지역단위의 구체적인 디지털농업 생산기술 정책은 디지털농업을 영위할 수 있는 인력양성에 초점을 맞추어야 하며, 디지털농업이 실현될 수 있도록 경지의 대구획화와 기술적 측면에서의 국소관리시스템 도입이 필요하다. 뿐만 아니라 우리 지형에 맞는 정밀농업 도구의 개발, 선발 정밀농업 도입업체에 대한 지원 등이 필요하다. 디지털농업이 실현되기까지는 다소의 시간과 노력이 요구될지 모르나, 피해갈 수 있는 상황도 아니다. 농업의 경쟁력과 소비자 만족이라는 두 마리 토끼를 잡기 위해서는 단계적 접근이 필요하며, 무엇보다 이를 받아들일 수 있는 적극적인 노력이 필요하다.
Abstract
The purpose of this study is to suggest the direction of regional agricultural policy for corresponding to the digital revolution. Digital Agriculture is a consistent knowledge-information-oriented agriculture in which farming methods and production processes are determined through digitalized technologies. Digitalized agricultural production process is also based on knowledge-information and it is used consistently. To actualize digital agriculture in local government, first of all, it is necessary to focus on develop agricultural manpower, introduction of precision farming with site-specific management system and large scale cultivating field, etc. Further, digital agriculture is also expanded step by step with very positive attitude although it takes a lot of money and time.
