의료생활협동조합의 비영리조직성과 및 특징에 관한 연구

보건의료 영역의 협동조합으로 이미 세계 50여 개국의 1,300여 단위조합이 활동하고 있다. 여기에는 저개발 국가에서부터 복지 선진국에 이르기까지 다양한 경제ㆍ사회ㆍ문화적 배경을 가진 국가들이 망라되어 있고, 한국도 1994년 안산에서 싹트기 시작한 의료생활협동조합을 효시로 의료 소비자 운동의 새로운 변화를 모색하고 있다. 한국의 소비자생활협동조합법은 의료생활협동조합을 비영리조직으로 규정하고 있다. 보건의료 부문에 있어서의 정부의 실패와 시장의 실패는 결국 그 어디에도 속하지 않는 또 다른 대안, 즉 비영리조직을 인식시키게 했다. 의료생활협동조합은 소비자생활협동조합법의 규정뿐만 아니라, 실천적으로 비영리조직이라고 하는 것을 가능하게 하는 조직ㆍ기구의 객관적 기반을 갖추고 있다. 그러나 거기에 그치는 것이라면 제도적인 조건을 갖추고 있다고 하는 것일 뿐 잠재적 가능성에 지나지 않는다. 실체를 동반하기 위해서는 항상 실천적이지 않으면 안 된다. 의료생활협동조합이 비영리조직으로서 실천적으로 존속하기 위해서는 무엇보다 시대가 요청하는 역사적 사명을 인식하고 실천하는 것이 필요하다. 또한, 민주적인 의사결정 과정과 자립적 관리 운영이 정비되어야 하고, 그것에 실체를 동반 시켜야 한다. 한국의 의료생활협동조합은 앞으로의 발전을 위해 스스로의 조직적 특징을 이용자와 제공자의 공동 소유 보건협동조합으로 파악ㆍ규정하고, 적극적으로 현재화시켜 나아가는 것이 필요하다.
Abstract
About 1,300 unit co-operatives are working in the field of health and social care in 50 or so countries in the world. Among those countries are there not only underdeveloped countries but also industrialized welfare states with various economic and socio-cultural backgrounds. Korea also tried a change in the movement for medical consumers when a health co-operative was established in Ansan, Korea for the first time in 1994.Korean Consumer's Co-operative Union Law regulates health co-operative as a nonprofit organization. The Korean government's and the market's failure in the field of health and social care made people find out an alternative associated with neither of them, that is, a nonprofit organization. Health co-operative is based on the regulations of Korean Consumer's Co-operative Union Law and composed of systems and structures, which are by nature nonprofit. If that is all, it simply means that health co-operative satisfies the structural conditions, that is, potentiality. Substantiality requires practicality. In order for health co-operative to continue to function as a nonprofit organization, the historical mission the times require should be recognized and put into practice. Democratic decision-making process and autonomous operation should be maintained.In order for Health Co-operative to enhance further development, it should be characterized as a health co-operative co-shared by both the provider and the recipients. Such characterization should be activated.
