프랑스의 지방재정조정제도에 관한 연구: 국가의 지방자치단체에 대한 이전재원을 중심으로

The purpose of this study to offer a reasonable perspective of the péréquation system according to the policy decentralization by focusing on the french experience and to seek suggestions for this system. In order to explain and analyse french péréquation system, this article used the analytical framework concerning the variable elements that can be explained péréquation system in France. This study to find the basic principes including financial logic of decentralization, and how these principes had application to péréquation system. A further purpose is to describe the current and emerging factors of péréquation system in France after the policy decentralization. This study finds the following facts : 1) a generalization of the grants-in-aid (globalisation des subventions de l`Etat) 2) a fractionation of the retribution grants between local government in order to correct an inequality finance by the potential fiscal, the effort fiscal(a fractionation de la répartition de la dotation entre les collectivités concernées pour corriger inégalité financière par le potentiel fiscal, l`effort fiscal) 3) reinforcement prevision of intercommunity grants (un renforcement de la prévisibilité de la dotation d`intercommunalité) 4) a compensation of the new charge (compensation des charges nouvelles) 5) differentiation the 'DGE' according to the importance of the commune (differencier la DGE en fonction de l`importance des communes)
