지방공기업 경영의 문제점과 혁신방안에 관한 연구

Since the enactment of the Local Public Enterprise Act in 1969, the number of Local Public Enterprise(LPE) in Korea has been much increased. Especially LPE was increased rapidly by reason of downsizing and restructuring of local government sector before and after in the year of 2000. But indiscreet establishment of LPE according to the interests of local political circles raised much problems on its roles and positions. In this paper, I have examined the theoretical background on the concept and nature of LPE and then analyzed the actual conditions from the second data. Based on the results, I have suggested the systematic and operational problems and innovation measures of LPE in Korea. In conclusion, this study recommends the necessity of limiting indiscreet creation of LPE by more strict procedures of establishment, accountability and managerial autonomy, mergers and acquisition(M&A) of low earning rates or deficit firm, establishment of LPE in large unit local governments, on-going business innovation and rationalization.
