정부와 시민사회단체 간의 갈등 및 협력요인 분석을 위한 사례연구 - 춘천~양양 고속도로 노선선정 관련 갈등사례를 중심으로 -

본 연구는 정부의 공공사업 추진과정에서 정부와 시민사회단체 사이에 갈등관계와 협력관계를 생성시키는 요인이 무엇인지를 밝혀내는 데에 초점을 맞추고 있다. 이를 위해 먼저 정부와 시민사회단체간의 갈등요인 및 협력요인에 관한 가설을 세워 이를 춘천-양양 고속도로 노선선정 갈등사례분석을 통해 검증하는 방식을 채택했다. 분석 결과, 가설로 제시된 요인들이 상당한 타당성을 지니고 있음을 알 수 있지만 요인별로 설명력에 있어서는 차이가 있음을 파악할 수 있었다. 갈등요인 가운데 ‘정책결정과정에서의 다양한 이해관계자의 참여보장 미흡’, ‘정보공개 부족’, 그리고 ‘공공사업의 목표와 수단에 관한 정부와 시민사회단체 간의 인식상의 불일치’ 요인은 갈등이 발생하게 된 직접적인 원인이자 갈등이 표면화될 가능성이 매우 높은 요인이어서 갈등요인으로서의 설명력이 크다는 점을 알 수 있다. 협력요인 가운데 ‘상호의존성 인식’, ‘공식ㆍ비공식 협의기구 구성 및 운영’, 그리고 ‘입장 및 태도의 유연성’은 협력관계가 구축되기 위해 직접적이자 필수적으로 필요한 요소이기 때문에 설명력이 크다고 할 수 있다.
Abstract
This study focuses on finding out some conflicting and cooperating factors between government and NGOs. The methodology of this article is to build a hypothesis on conflicting and cooperating factors between government and NGOs, and then try to verify the validity of the hypothesis through the analysis of a case of 'Conflict on Selecting the Route of Chooncheon-Yangyang Express Way'. The results of the analysis show that suggested factors in the hypothesis have considerable validity, but the degree of explanation of each factor is different. Conflicting factors such as 'lack of participation of stakeholders during the policy decision process', 'lack of information notification', 'cognitive mismatch in goals and means between government and NGOs' are playing as direct causes of conflict, and explaining conflicting factors as well. Cooperating factors such as 'recognition of interdependence', 'construction and operation of formal and informal consultation organization', 'flexibility of position and attitude' are essential factors needed to build cooperative relationship between government and NGO.
