헌법 개정에 관한 연구- 특별자치제를 중심으로 -

The local self-governing institution needs to be revitalized. The basic framework is not adequate, since the governing body cannot separate itself from the centralized structure and local self-governing groups have not found ideal development models and are forced to compete for subsidies and support from the central government, creating national disorder, and wasted resources. The situation is the same in Jeju province. If we want to put an end to this situation, a resolute exception must be made, and a new model created for Jeju, which is better suited to Jeju’s particular historical, cultural and geographic situation. Concurrence about this course of action had originally been achieved between the Provincial government, the ruling party and the opposition party at the time of the Jeju special self-governing province’s conception, but regretfully, the vague status and instability of the laws are creating problems for the new government. Therefore, it is being proposed that the desired results could be achieved by preparing a constitutional basis for the new Jeju special self-governing province institution. It is time to stabilize the foundation of the laws pertaining to the Jeju special self-governing province.
