지방교부세가 시･군의 일반행정비 지출에 미친 영향분석:Flypaper Effect의 판별을 중심으로

본 연구는 우리나라의 시･군 자치단체에 지원하는 무조건부 정부지원금인 지방교부세의 지출효과를 Flypaper effect 발생 관점에서 실증 분석하는 것을 목적으로 하였다. 특히 본 연구에서는 ① 과거 Flypaper effect의 존재 여부를 밝히는 선행연구들의 논리와 방법이 우리나라에서는 적절히 적용될 수 없음을 설명하고, ② 우리나라의 상황에 적합한 대안적 방법론을 적용하여 지방교부세의 지출효과를 파악하였다. 본 연구에서는 이를 ‘지방교부세 법정률 상향조정’이라는 정책변동과 ‘IMF’로 인한 환경변화로 인해 전체 지방교부세 배정규모가 급격히 증가한 자연실험 상황을 이용한 사전사후 비교분석의 논리에서 세 가지 분석모형을 제시하고 이를 통한 실증분석을 수행하였다. 본 연구에서 수행한 분석결과를 종합하면, 우리나라의 무조건부 정부지원금에 해당하는 지방교부세의 증액이 자치단체의 재정지출에서 경상적 경비에 해당하는 일반행정비 지출에 유의미한 변화를 발생시켰다고 보기는 어려울 것으로 본다. 그리고 이를 Flypaper effect의 발생논리에 적용하여 해석하면, 우리나라의 지방교부세가 자치단체의 재정지출에 Flypaper effect를 발생시킨다고 보기 어렵다는 것이 본 연구의 결론이다.
Abstract
This study is aimed for actual analysis in the view point of Flypaper effect of the results from the allocation of local share tax, which central government extends unconditional grants. Especially, in this study, it is explained that the theories and methods those preceding studies have used in order to prove the existence of Flypaper effect do not apply in Korea, and the results from the allocation of local share tax are perceived by applying an alternative method which fits Korean situation. In considering all the analyses performed in this study, it can hardly be said to incur a meaningful change on General Administration expenditure which consist of ordinary expenses of local governments’ public expenditure by the increase of local share tax. Furthermore, as interpret it by applying the logic of Flypaper effect, it is concluded that local share tax does not seem to bring Flypaper effect on local governments’ public expenditure.
