초록
본 연구는 지방공기업의 혁신평가제도의 성과와 이 평가제도가 어떻게 진화되었는지를 실증적으로 검토한 것이다. 최근 지방공기업 수의 증가와 기능이 확대되면서 지방공기업의 혁신이 강력하게 추진되고 있으며 정책적 도구는 혁신평가제도이다. 본 연구는 다음의 세 가지 목적을 갖고 있다. 첫째, 지방공기업의 혁신성과 고찰, 둘째, 혁신성과의 영향요인 파악, 셋째, 혁신제도의 진화고찰이 그것이다. 분석결과, 제도적 차원에서는 혁신평가, 사장평가제도의 도입이, 운영적 차원에서는 고객만족도, 경영혁신전략, 윤리경영 등이 성과로 나타났다. 그리고 혁신성과에 영향을 미치는 요인으로는 경영평가결과만이 혁신평가에 유의미한 영향을 미친 것으로 나타났는데 이는 공기업의 경영역량이 혁신에 유의미한 전제조건임을 의미한다. 한편, 혁신평가는 중단되었지만 각 지표들이 경영평가 지표로 흡수되면서 내용적으로 진화되고 있다는 것을 확인할 수 있었다. 결론적으로 혁신평가제도는 지방공기업의 혁신성과를 향상시켰으며 경영평가 지표로 흡수되어 지방공기업의 혁신을 내재화시키는 기제로 작용하고 있다.
Abstract
This paper aims to examine the performance and evolution of the Local public enterprise's innovation evolution system. Recent innovations in local public enterprises have been strongly promoting because Local public enterprise have been expanding and increasing. Innovation performance of local public companies that were reviewed at the institutional level and operational level that include Innovation evaluation system, CEO evaluation system, Satisfaction, Business strategy, Ethics and so on. and Impact factors were derived. According to the result, the result of Business evaluation is significant only. This means that business competency is most important precondition for Innovation. Although the Innovation evaluation does not conduct any more, some evaluation criteria were adopted as a business evaluation criteria. we were able to find the evolution of the Innovation evaluation. In conclusion, The Innovation evaluation improves the performance of local public enterprise and has evolved as Business evaluation criterias that is a mechanism of local public enterprise to innovate.
