계층분석과정(AHP)을 이용한 향토산업육성사업의 우선순위 분석

초록
최근 우리 농촌지역은 2·3차 산업의 육성을 위한 정책대안으로서 지역의 부존자원을 바탕으로 한 내발적인 지역개발에 관심이 높아지고 있다. 향토산업육성사업은 지역차원에서 지역의 숨어있는 자원을 찾아 이를 바탕으로 지역의 고유한 전통산업을 활성화하고자 하는 측면에서 내발적 지역개발의 한축을 형성한다는 점에서 계획수립의 단계에서 중요한 의미를 갖는다. 본 연구는 AHP를 적용하여 향토산업육성사업의 계획서 작성시 계획단계에 있어서 지자체의 담당자들이 우선적으로 고려하는 평가요소들의 상대적인 비중과 우선순위를 분석하였다. 분석결과 1차기준에서는 사업성이 상대적 중요도가 가장 높았고, 다음으로 사업계획수립의 적정성, 사업추진체계, 지역성, 문화적전통성 순으로 나타났다. 2차 기준에서는 지역성은 차별성이 가장 높았고, 문화적전통성은 전통성과 역사성이 중요도가 비슷하게 나타났다. 사업성은 시장성과 지역경제파급효과가 상대적으로 더 중요한 기준으로 나타났다. 사업추진체계는 사업주체의 의지가 추진역량과 추진조직에 비해 2배 이상 더 중요한 기준으로 나타났다. 사업계획수립의 적정성은 목표설정의 적절성이 사업계획의 합리성과 재정투입의 적절성에 비해 상대적으로 더 중요한 기준으로 평가되었다.
Abstract
Recently, it is increasing to interest in the regional development based on the natural resources on the region as the political means of the upbringing of primary and secondary industries in the farming region. The purpose of this study is to find the comparative weight and the ranking of what a local government officials consider appraisal variations in the process of preparing a operation planning of local industry by the Analytic Hierarchy Process(AHP). In the result, this study shows that those factors-the marketability, a ripple effect on the local economy, the adequateness of target figure and the intention of a business proprietor-are considered far more than another variables. But those variables-the collectivization, the cherish of tradition, the historical consciousness -are fined far less than the former ones.
