DEA를 이용한 지역산업기술개발사업의 효율성 분석

This study was purposed to establish a frame for analysis to assess the efficiency of regional industrial technology development projects using the DEA (Data Envelopment Analysis) and present a policy measure to enhance the efficiency of the regional industry support project being implemented by the government. This paper divided the support tasks to a total of two analysis scopes based on their types and the data used for empirical analyses were 342 tasks that had been completed two years earlier selected from the outcome utilization report for a survey conducted in 2008 and the states of support and outcomes in the tasks were summarized. In addition, efficiency scores were calculated using the DEA, inefficient tasks were compared with efficient tasks to present the causes of inefficiency of the inefficient tasks and measures to improve and ranking analyses were also conducted so that relative efficiencies could be easily compared. To date, studies of national research and development projects have been analyzing at discretion based on absolute outcome values at the level of projects in most cases and few studies used the DEA in order to measure the efficiencies of individual unit tasks. Therefore, it is expected that, if an improved DEA that can overcome the limitation of the said analysis method would be developed, it will greatly contribute to efficient management of research and development projects.
