사회주의 변화(개혁)에 따른 관료주의와 부패 실태 고찰

Bureaucracy and phenomenon of corruption prevalent to all areas of a society were once referred to as the exclusive property of capitalistic countries. However, it is now thought that the primary reason that led to the collapse of socialistic system these days has also been bureaucracy and the phenomenon of corruption, which indicates the change in view of people living in this global village. As evidenced by the above examples, whether it be capitalism or socialism, a form of red-tape and the issue of corruption are considered as the greatest factors that hinder national development. North Korea, China, and Russia are seeing the laxityof one-party dictatorship, one-step further, rapidly cooling passion for revolution, and ideological chaos, which are spreading into all across society. Furthermore, the unfair policy in distribution, in the course of accepting market economy systems, is being accepted as being natural from bureaucrats, having tried to mitigate the crisis of relative destitution. In other words, while bureaucracy has been keeping pace with market economy system, the negative aspects from bureaucracy havebrought about injustice and corruption prevalent in all the sectors of the society. The red-tape and corrupt phenomena in North Korea, China, and Russia, which adopted the principle of the market economy, reflect the reality that the pursuit of an individual's interest is sure to precede those of the group. Therefore, it dooms the previous socialistic values to lose itsoriginal intention, consequently, it is regarded as the shortcut inpreventing these problems for North Korea, China, and Russia to settle democracy as soon as possible.
