국책연구기관 연구보고서 성과분석 지표에 관한 연구

초록
본 연구는 국책연구기관의 연구보고서를 대상으로 연구성과 분석기준을 정립하려하였고, 이 기준에 따라 현정부의 공약집 분석을 통해 선정된 8개의 핵심 주제에 대한 국책연구기관의 기본과제연구보고서를 분석하였다. 분석결과 전체적으로 국책연구기관 기본과제연구보고서의 성격을 명확히 할 필요성이 제기되었다. 구체적으로 보면 첫째, 20%에도 미치지 못하는 미래정책수요 대비 과제의 비율을 재조정할 필요가 있다. 둘째, 기본과제임에도 불구하고 이론연구 등 기초연구보다는 정책기여를 위한 정책연구의 비율이 너무 높아 이의 조정이 필요하다. 셋째, 연구기관별 연구자의 일인당 보고서 집필분량의 과도한 차이를 시정하여야 할 것이다. 국책연구기관 연구보고서에 대한 성과분석은 향후 구체적·실천적 정책대안 개발에 충실한 보고서를 생산하도록 독려하는 촉매제의 역할을 할 것으로 기대된다. 다만, 현재의 분석기준은 정책대안 위주의 계량적 분석 연구보고서 분석에는 적합하나 정성적 연구 및 기초연구분석에 많은 약점을 갖고 있어 개선이 필요하다.
Abstract
This study aims mainly to develop reasonable and practical indicators for assessing the research quality and the impact of research. It first attempts to clearly define "performance assessment of research reports" that the existing literature tends to neglect. Drawing upon the review of relevant literature, it then builds the assessment framework of research reports to create the specific assessment indicators. Finally, this study tests the applicability of the indicators by analyzing 427 research reports conducted from 2003 to 2007 in 23 national research institutes. The analysis not only identifies both applicability and usefulness of the indicators but also suggests some significant implications to direct future research plan in the institutes.
