국책사업의 예산낭비에 관한 공공선택론적 접근 - 지방공항 건설을 중심으로 -

초록
오늘날 정부가 추진하는 다양한 국책사업을 둘러싸고, 지역간 입지경쟁이 상당하고 국책사업을 어느 지역이 가져가는가가 주요한 이슈가 되고 있는 시점에 있다. 이러한 대형 국책사업들 중 특히 SOC건설과 관련된 예산은 정부예산지출에서 상당한 부분을 차지하고 있다. 이러한 SOC건설과 관련된 정부지출과 관련하여 예산낭비가 개입되어 있다는 점에 착안하여 연구를 시작하였다. 각 지역별로 무분별한 개발계획이 성행하여 대규모 예산이 비합리적으로 지출되거나, 중복되는 투자라든지, 실제 건설이 되는 도중에 경제적 타당성이 부족하여 중단하는 등의 낭비되는 부분이 발생하고 있고, 이러한 예산낭비가 이루어지는 원인에 대해 공공 선택론적으로 접근하여 분석해보고자 하였다. 특히 SOC부문 중에서 지방공항건설과 관련하여 지방공항건설의 사례들을 살펴보면서 공공 선택론적 접근방식 하에 주요한 행위자인 정치인, 관료, 주민들의 행위자별 정치경제적 상호작용과 이해관계를 구체적으로 살펴보고자 하였다. 정부예산이 상당히 소요되는 이러한 지방공항건설과 관련하여 왜 이러한 사회적 낭비를 초래하는 결과를 가져올 수밖에 없었는지를 주요행위자별 ‘자기이익추구 극대화’의 가정에 기초하여 정치경제학적적 접근하였고, 결론적으로 이러한 낭비를 막기 위한 방안들을 제안하고자 하였다.
Abstract
Recently the financial state in the local government is so serious, however government is still pushing ahead with the national project like constructing a railroad, a road, a airport requiring huge budget. Therefore, the scale of the government budget waste in the middle of process of the national project is considerable. Sometimes one plan is overlapped with other plan, some constructions have been suspended because of less validity. Moreover, the local government's competition for inviting a national project to locate in their city is becoming heated. The national project is likely to be effected by political power, so the competition for national project's site designation seems to be a competitions among politicians. In this study, the public choice approach have been done to find out reason why each district has been pushing ahead with community development though financial trouble.
