초록
본 논문은 지방공기업 경영평가제도의 한계점을 밝히고, 이를 토대로 지방공기업의 경영성과 제고를 위한 경영평가제도의 발전방향을 제시하고자 하였다. 이를 위해 지방공기업 경영평가제도의 역사적 변천과정을 제도 도입기(1993년-1999년), 정착기(2000년 -2007년) 및 효율화 모색기(2008년 이후)로 구분하고, ‘평가주체’, ‘평가체계’, ‘평가결과의 활용’이라는 측면에서 지방공기업 경영평가제도의 제도적 특징과 한계를 분석하였다. 본 연구에서는 향후 지방공기업 경영평가제도의 발전을 위한 기본방향으로 기술적 논의중심에서 가치중심적 논의구조로의 전환, 지방공기업 육성정책의 수립 및 경영평가와의 연계, 지방공기업 지원체계의 확립 및 유인적 성격의 강화, 평가인프라의 재정립 방안 등을 제시하였다. 궁극적으로 본 연구에서는 경영평가제도의 근본적인 목적이 경영성과의 향상에 있음을 상기하여 경영평가제도를 ‘측정의 수단’이 아니라 ‘관리의 도구’로, 그리고 지방공기업의 ‘통제수단’이 아니라 ‘육성과 발전’을 위한 제도적 기반으로 전환시켜야 한다는 점을 강조하였다.
Abstract
The purpose of this paper is to search for the defects of evaluation system of local public enterprise and come up with the ideas for the institutional renovation. We have classified the historical transitions into introducing(1993-1999), establishing(2000-2007), and efficiency-searching period(2008- ), respectively. And then we have delved into the institutional characteristics and limits in view of the subject, systems and use of the evaluation system of local public enterprise in Korea. As a result, we have emphasized on the value-centered discussion, setting-up of the supporting and promoting programs for the local public enterprise and its linkage to the evaluation system, reinforcement of positive incentives and improving the evaluative conditions and basis. Evaluation system of local public enterprise is not a measuring tools but a management ones. And it should not be a device for bureaucratic control, instead it should be one for supporting and promoting the local public enterprise.
