고용정책에서의 고용정책기본법의 실현에 대한 시론적 검토

When establishes employment policy, Government has to comply with the rules that the Basic employment Policy Act proposed. The goal of the Basic employment Policy Act is not only to enforce that the government execute employment policies effectively, but that the legislature contain the government's employment policies. But recently the government infringes the Basic employment Policy Act by itself. The government only makes short-term policy. If there are no useful results, the policy would be disposed soon. The legislature can not function at all in executing government's employment policies. This paper pays special attention to this situation, and reviews the character and the subject matters of the Basic employment Policy Act. And subsequently, this paper argues that the failure of government's employment policy is due to infringement of the Basic employment Policy Act and due to the short-term oriented policies. The original purpose of the Basic employment Policy Act must be revived. Government's employment policy should be conducted on the basis of the Basic employment Policy Act. Goals of the employment policy should be set back on the basis of the Basic employment Policy Act. Now, the most important virtues of the government's employment policies are long-term perspective and compliance with the law.
