The Effects of New Public Management on Turnover Intention of Unions Members

This study analysed the effect of performance-based pressure and union activity restriction policy on turnover intention in public sector. A Survey were conducted on 1,364 public officials belong to state administration, local governments, and education institutions. The results are that both performance-based pressure and union activity restriction had a positive affect on turnover intention. These evidences contribute a new perspectives, New Public Management by government since the 1990s has provided a negative effects on human resource management performance in public sector. Also, alternative voice mechanism and cooperative industrial relations climate operated as moderators to reduce the positive relationship between NPM such as performance-based pressure and union activity restriction and turnover intention. This paper focuses on modification of new public management policy which has been continued more than 10 years. This study has a implications, at the same time, cooperative industrial relations in public organization influence significantly on public labors in the workplace.
