문화와 스포츠의 연계발전 전략에 관한 시론적 연구 -광주아시아문화중심도시와 2015년 유니버시아드대회를 중심으로-

초록
광주아시아문화중심도시(Gwangju Asian Cultural Hub City)와 2015년 유니버시아드대회를 중심으로 문화와 스포츠의 연계 논의를 통해 다음과 같은 정책적 시사점을 도출할 수 있었다. 첫째, 2015년 광주하계유니버시아드대회를 통해 광주의 인지도를 제고하고 도시 이미지 변화를 시도해야 한다. 둘째, 문화 개념범위를 확장해야 한다. 셋째, 유니버시아드대회를 계기로 문화와 스포츠가 일상생활 속에서 숨쉬고 느끼고 체험하게 만드는 계기가 되어야 할 것이다. 넷째, 광주시에서 개최되는 하계 유니버시아드 대회를 ‘문화’ 유니버시아드대회로 만들어가야 한다. 다섯째, 문화마케팅에 주의를 기울여야 한다. 여섯째, 유니버시아드대회는 세계대학생들의 스포츠문화축제인바, 고등학생 선수들에게 운동만을 강요할 것이 아니고, 선수이기 이전에 학생으로서 최저학력을 갖추어야 할 필요가 있다. 일곱째, 아시아문화중심도시와 U대회 관련기관들끼리 협력적 거버넌스 체제를 구축해야 한다. 여덟째, 자원봉사자를 통한 민간부문의 자발적 참여와 민관 거버넌스 네트워크가 활성화되어야 한다. 마지막으로, 영국 세필드시 사례에서도 볼 수 있듯이, 스포츠 이벤트에 의한 도시재생을 위한 전략기획을 유효하게 전개해야 할 것이다.
Abstract
We could draw a policy implication which follows the linked discussion of culture and sports focusing on the Gwangju Asian Cultural Hub City and Universiade in 2015. First of all, we have to try to improve the awareness of Gwangju and change its image through the Summer Universiade in 2015. Secondly, we need to extend the scope of the cultural concept. Thirdly, the Universiade should be the chance where we can enjoy and experience culture and sports in our daily lives. Fourthly, we need to create the SummerUniversiade that is held in Gwangju-si as the ‘cultural’ Universiade. Fifthly, we need to focus on the cultural marketing. Sixthly, we need to have middle and high school student players achieve at least their lowest ability as academic students, not only force them to exercise as players. Seventhly, we have to construct a cooperative governance system based on Asian cultural centered cities and Universiade-related organizations. Eighthly, voluntary participation, like volunteers, and the private governance network should be activated. Lastly, as we see on the United Kingdom Sheffield city stories, strategic planning for the urban renaissance through a sporting event should be developed availably.
