한국 바이오뱅크 정보화사업의 경제적 타당성 분석

The recent growth of businesses in Biobank industry has also raised the concern about the necessity of biospecimen information plan. The existing Biobanks has been well securing and providing biospecimen, but the work of collecting, managing, and processing human biospecimen, along with standardization of preservation as well as with the information exchange among institutes, still needs to be improved. There is also a problem of lack of related data, as rich data from various aspects are required to carry on any practical use of high quality biospecimen. To solve the above problems, The Ministry of Health and Welfare of Korea proposed the next generation Biobank Information Planning Project. There are several medical science research papers published in academic journals introducing Biobank and its operation, but study about its economical feasibility is hardly developed due to the distinctive characteristic of the study. This study measures the economic impact of Biobank Information Planning Project and presents the result in quantitative numerical value. The expected effect was calculated through analysis of information system architecture and the plan of operation, and its quantitative analysis scale was accurately applied. We presented the basis of results and the estimated value and also conducted sensitivity analysis along with feasibility analysis by capital budgeting techniques. As a result, we estimated that Korea Biobank Network, installed along with another 17 Biobanks from university hospitals, possess economic utility worth of about 6,536,948,000 won, and its BCR to reach 3.35, while IRR meets 97.71%. Also the result from sensitivity analysis, which was conducted under realistic range, provided no case of lacking economic feasibility. This paper can be referred to as an important case study for decision making regarding Biobank Information Planning Project.
