지방 녹색성장 추진체계의 비판적 분석- 정책과정의 미스매치(mismatches)를 중심으로-

초록
이 논문은 지방 녹색성장의 추진체계와 정책과정에 초점을 두어 당초 취지대로 어울렸는지를 비판적으로 분석한다. 녹색기술 및 산업 등의 내용이 아니라, 지방 영역에서각각의 정책과정별 미스매치(mismatches)와 그 대웅 방향에 주목하였다. 이 정책이대대적으로 시작된 2008년 이후 현재까지의 국가 및 지방자치단체가 주된 연구대상이며,이론과 제도 측면에서는 국내외 문헌, 국제기구의 사례도 논의하면서 일부 공무원들과의인터뷰도 병행하였다. 분석결과, 정책의제화 과정의 엇박자에 대하여는 개념 및 제도기반의 복원과 함께 녹색수요를 함께 찾아가는 것이 중요한 대응책으로 파악되었고, 정책결정의 미스매치는 그린 거버넌스와 녹색 구조조정으로 대처하도록 권유한다. 정책집행에서 나타난 편차는 지방의 폭넓은 그린 역량을 키우면서 지역발전사업과 직접 연계를강화할 것을 주장한다. 현재 답보상태인 지방 녹색성장의 추진체계를 집권ㆍ하향형에서분권ㆍ상향형으로, 전반적인 가치를 단기 효율성 중심에서 중기 지속성으로 바꿀 필요가있다. 아울러 정책 참여자를 정부 주도형에서 민간ㆍ시민사회 중심으로 전환하여 이들을자발적ㆍ능동적 활력으로 이끌어내야 할 것이다.
Abstract
This paper aims to critically analyze the local governance of Green Growth policies in Koreafor the recent years. The main emphasis will be on mismatches and possible responses in policyprocess rather than substantive matters like green technologies or green industries. Examining abroad range of relevant regulations and policies of national and local governments of theprevious Lee Administrations’ pet project since 2008, this study briefly reviews pertinent theoriesand institutional issues. Analyses conclude that the mismatches in agenda-setting process shouldbe met with redefining the conceptual and institutional basis and that ones in policy makingprocess are to be addressed by appropriate green governance and green restructuring. Additionally, enhancing overall green capacity as well as linking green growth with specificdevelopment projects in local area are also recommended in policy implementation process. All inall, a decentralized, bottom-up and resident-oriented approach ought to be taken for thisenervated policy since the new, Park Administration’s launch in 2013.
