교무행정인력 관리의 효과성 결정요인에 관한 연구

본 연구는 교원업무 경감을 위하여 도입된 교무행정인력제도의 효과성을 향상시키기 위한 요인을 실증적으로 조사하여 이에 대한 개선방안을 제시하는 것을 목적으로 한다. 이를 위하여 교사, 교무행정인력 및 시･도 교육청 담당자와의 심층인터뷰를 통하여 현행 교무행정인력 제도의 문제점으로서 전문적 업무역량에 대한 부정적 인식, 객관적 인사관리시스템의 부재, 열악한 처우, 업무구분의 불명확성 등을 도출하였다. 교사 및 교무행정인력을 대상으로 실시한 설문조사에 대한 분석결과는 객관적 인사관리시스템, 전문적 업무역량, 명확한 업무구조, 안정적 처우 모두 교원업무경감 체감도에 긍정적인 영향을 미친다는 것을 보여 주었다. 이러한 분석결과를 바탕으로 본 연구는 다음과 같은 정책적 시사점을 제시하였다. 첫째, 교무행정인력의 업무 매뉴얼을 마련함으로써 교사와 교무행정인력의 업무를 명확하게 구분할 필요가 있다. 둘째, 객관적 인사관리시스템을 구축하기 위해서는 개별 단위학교별로 교무행정인력을 충원하는 것을 지양하고 각 시･도교육청에서 일괄적으로 선발하여 관리하는 것이 필요하다. 셋째, 교무행정인력의 전문적 업무역량을 향상시키기 위해서는 임용 전 교육훈련뿐만 아니라 임용 후 연수를 의무화하는 것이 바람직하다. 넷째, 전문성을 갖춘 행정인력을 충원하기 위해서는 신분보장 및 보수 등의 처우에 대한 제도적 개선이 선행되어야 할 것이다.
Abstract
The purpose of this study is to investigate the determinants of the effective management of supporting staffs in educational administration and to suggest the strategy to reduce the burden of excessive administrative workload on teachers. This study analyzes the current system of the human resource management of supporting staffs and interviews with teachers, supporting staffs and public officers in provincial offices of education. The analysis results of the survey administered to teachers and supporting staffs showed that the reduction of administrative workload of teachers was influenced by the rational system of human resource management of supporting staffs, their professional capacity, the proper standards of practice and the stable labor conditions. This study suggests the recruitment system selected by provincial offices of education, the compulsory completion of education and training, the distribution of manual for proper standards of practice, and the stable status.
