위험사회에서의 사이버 테러 대응방안

This study examines the definition of cyber-terrorism in terms of criminological perspective and discusses counter-strategy while rapid development of ICT causes both positive an negative outcomes. Along with the ICT development, new social value has been emerged. However, new source of social risk such as cyber-terrorim has also been emerged. This also examines the cyber-terrorism as a new form of social risk which suggested by Ulrich Beck. This emphasizes cyber-terrorism as a direct threat to loss of lives and assets while concept of national security has expanded to protect people, land and social infrastructure. Furthermore, this will examine other nations' cyber-terrorism relevant laws in the mirror of Korean laws. It will be eventually able to suggest the customized legal system for the cyber-terrorism. This study found out that existing cyber-terrorism relevant laws are fragmented and dispersed. This causes a confusion of criminological extent and disparity of sentencing. It also deters the prevention of cyber-terrorism as a source of social risk. Therefore, it is imperative to suggest the making of unified special law in order to solve the existing problems and to protect the people and assets from cyber-terrorism. This also suggest other considerations for making a unified special law.
