A Study on the Improvement of Local Food Ordinance -The Comparison of Laws and Ordinances-

There are being promoted many businesses to foster and enable local food in local governments. The purpose of this study is to analyze comparative study of local food ordinance in local governments and to present improvement plan for local food in local community. The number of ordinance was 37 in 30 local governments since the first ordinance was enacted in Wonju city from 2009 to 2015.08, and also many governments are preparing the local food ordinance. The comparative study shows that most ordinance has a strong resemblance to purpose, definition, philosophy of local food, which is to guarantee appropriate price for local producers and to stably supply to the local consumer by reducing the distribution steps. Therefore, the local food ordinance should be reflected the geographical area and the environmental characteristics, and must be gathered local residents’ opinion. But most of ordinance was proposed by government officials, so we know that most of local food business are set up by local governments. And most local governments don’t revise ordinance, and don’t make any rules relative to the ordinance. It is implication that governments have many problems to facilitate the local food. In order to reflect the reality of region to local food, we need to set up ordinance to gather opinions from local residents, and make a revise and rules. Moreover, to activate the local food, there are needed specifically methods, the clarity of certification, the responsibility of participants, the expanded participation of nongovernmental committee members, measurements to promote consumer consumption, build regional partnership for lacking items.
