The unemployment rate, reducing labor hours, and non-regular problems we face today may be the side defects in the development of the scientific technology. The positive aspect is that the technology development had been expanded the concept of the labor as changing into the labor subordinate relationship which gets less local and time restrictions from the previous labor concept which had limited into the protection range of the Labor Law based on the personal and economic subordinates of labors. On the other hand, the negative aspect is that the IT innovation and ME innovation started from the 21st century had increase the consumption of the professional technicians, and at the same time, the functional simplification of the requested function had occurred from the broad works and expended the application of non-regular labors without high-functions, plus, the changes of labor conditions are assumed like availability of dismissal if the labors who could not adapt themselves to the work cannot show their abilities. As far as the development of the scientific technology could have an influence to the labor condition is assumable, the labor regulations should be changed in accordance with the scientific technology by confronting the labor site boldly with the anticipatory correspondences.
