조건부가치측정법을 이용한 부대관리업무 민간용역 전환 비용대 편익분석

육군은 현재 교육훈련과 전투준비에 매진할 수 있는 ‘정예화된 선진강군 육성’을 위한 병영문화혁신 추진 실행계획을 수립하여 추진 중이다. 본 연구에서는 병영문화혁신 추진 세부과제 중 대대급 이하 부대가 교육훈련 및 전투준비에 전념하기 위하여 선정된 과제 “임무전념 여건 보장을 위한 부대관리 민간용역 전환”에 대한 적절성을 판단하기 위해 비용 대 편익분석(cost-benefit analysis)을 수행하였다. 현재 시범 운용 중인 A사단 부대원들에게 설문을 통하여 얻어진 자료를 바탕으로 조건부가치측정법(contingent valuation method) 중 로지스틱 회귀모형(logistic regression)을 이용한 지불의사액(willing to pay) 분석방법을 활용하여 부대관리업무를 민간용역으로 투입된 예산과 민간용역 전환 시 기대할 수 있는 편익을 부대와 부대원의 입장에서 추정하였고, B/C 비율(benefit/cost ratio)의 값을 이용하여 부대관리업무를 민간용역으로 전환에 대한 경제성·타당성 여부를 판단하였다.
Abstract
ROK army, after structuring its framework, is currently taking on army culture renovation project, which will transform the army into a “strong, elite force army” that concentrates on training, education and preparation of engaging in combats. This paper contains subparts of army culture renovation - “cost-benefit analysis of privatizing the military unit management for providing conditions that will allow military units to concentrate on their assigned duties”. Based on the survey result from A division which is on a trial period, this paper estimated expected cost-benefits of privatizing military unit management from the military unit and its members’ perspective using WTP (willing to pay) analysis method employing logistic regression under CVM (contingent valuation method). In this study, we demonstrated the effectiveness and validity from its B/C (benefit/cost) ratio result.
