온라인투표시스템 도입에 관한 입법적 쟁점 검토

As the fourth industrial revolution leads the rapid and wide technological change, online decision making has been rapidly increased. Frequently occurred online voting action using technology may allow efficient decision making, and more participation available. That could be the reason that the online voting system could be one of the most significant methods to make strong “participation and cooperation of the people.” Specific issues regarding the online voting system have been significantly increased and being discussed in earnest after the Early Voting systems has been adopted and provided stable elector's list in 2013, and online voting(k-voting) system provided by the National Election Commission has been increased; 512 cases(2015); and 2026 cases(2016). The usage rates of online voting system have also been increased over the world. To be specific, countries including Estonia, Swiss, and Brazil is using online voting systems in the national or regional public official elections, and countries including England, Canada, and France has adopted the system in local elections. Though there are agreements or disagreements on the system, positive opinions on online voting system has been increased as it provides variety of voting system inducing the participation of private-central government-local government. Systematic support including disclosing data encryption process also induced positive evaluations by the people. Taking into account of these changes, an act to promote online voting system could be possibly considered, while legal issues including security of elector's list, personal identification, protecting personal information, protecting minors etc. need to be analyzed more widely and deeply.
