First of all, it is desirable for the nation to add in the future the provisions of Article 14 Second Schedule of the Enforcement Decree of the Collections Act to measure assembly noise based on the ‘collection noise source’ in which the sound amplifier is located, as in the case of the United States and Japan. Next, it is desirable for Korea to lower the standards for assembly noise by 5 dB by 60dB during the day and 55dB at night, respectively, in the provisions of Article 14 of the Enforcement Decree of the Collections Act in the future, separate from the provisions of the criteria for permitting assembly noise in the areas near ‘residential, school, public library’ in the future. And, in the future, the Korean government shall leave the current regulations in principle to measure the average target noise level for 10 minutes under Article 14 paragraph 1 of the Enforcement Decree of the Collections Act and Article 2 paragraph 3 of the Second Schedule,but in the case of Germany and Japan, the police shall establish additional criminal procedures, such as order to maintain the noise of assembly, order to suspend it, and confirm it. Finally, it is desirable for the nation to regulate such assembly noise in the future so that the background noise and difference values at each relevant meeting place do not exceed 5 dB and 3 dB, respectively, during the day and at night, without regulating or restricting the acceptance criteria for the assembly noise at each meeting place, as in the case of France.
