국립생태원-서천특화시장 제휴할인사업의 효과에 대한 추정과 정책적 함의
Estimation on the Effect of Joint Discount Project between National Institute of Ecology and Seocheon Traditional Market and Policy Implications

본 논문은 국립생태원과 서천특화시장 간 제휴할인 사업의 효과-즉, 제휴할인사업 참여업체의 매출액 증대의 효 과-를 실증분석을 통해 추정한다. 제휴할인사업 참여업체의 상당수가 활어와 같은 수산물 취급업체이며 이들의 매 출이 계절적 요인에 매우 민감하기 때문에 이를 통제하여 제휴할인사업의 순수한 효과를 분리해내기 위해 인근 전 통시장의 유사한 업체들을 대조군으로 하는 이중차분(difference-in-differences) 분석틀을 적용한다. 실증분석은 상인의 매출액을 기준으로 하는 경우와 국립생태원 방문객의 소비지출액을 기준으로 하는 경우에 대해 이뤄지며, 전자의 경우 제휴할인사업을 통해 연간 791백만원에 해당하는 매출액 증가의 효과가 있는 것으로 분석되는 반면에 후자의 경우 연간 908~1,139백만원의 소비지출액 증가의 효과가 있는 것으로 추정된다. 비수도권 지방정부들은 지역 내 기업-특히, 제조업체-의 유치를 통한 일자리창출을 최우선 정책으로 추진하고 있다. 하지만, 이는 지역 간 불필요한 경쟁을 야기할 수 있으며 기업경영환경이 우수하지 못한 지역은 기업유치의 효과가 지속되지 못할 수 있다. 서천군은 우리나라의 모든 군지역들이 심각하게 직면하고 있는 저출산·고령화의 가속화에서 자유로울 수 없고, 이는 지역 내 젊은 층의 부족에 의한 제조업 입지로서의 경쟁력 하락을 예견하기 때 문에 지역의 인구구조, 산업구조, 자연자원 등의 여건을 고려한 산업정책이 필요하다.
Abstract
This paper estimates the effect (i.e., the increase in sales of stores who participated in the project) of a joint discount project between National Institute of Ecology and Seocheon traditional market through empirical analy- ses. Since most participants belong to stores treating marine products like raw fish and their sales are very sensi- tive to seasonal factors, difference-in-differences framework where similar stores in a nearby traditional market are used as a comparison group is applied. The empirical analyses are performed one with merchants’ sales and the other with consumption expenditure of visitors to NIE. The effect of the joint discount project is estimated to have 791 million Won per year based on the former and between 908 and 1,139 million Won per year based on the latter. Local governments outside the capital region promote a policy of creating jobs by attracting firms (especially, manufacturers) with a priority. However, it could cause unnecessary competition and its effect would not last long if the area does not provide good business environments. Seocheon is not free from low fertility and aging which most counties in Korea are seriously confronting, and it predicts Seocheon’s decrease in competitiveness as a location of manufacturing industry due to a lack of young people. Thus, industrial policies which consider the area’s population composition, industrial structure, natural resources and so on are required.
