구미지역 스마트 그린산단 및 물류플랫폼 구축에 관한 연구
A Study on the Establishment of a Smart Green Industrial Complex and Logistics Platform in Gumi

본 연구는 산업단지의 공급물량 확대, 미분양률이 지속 상승중으로 구미지역의 국가산단 중 현재 조성 중인 구미 하이테크밸리의 활성화 전략 모델 수립을 위해 스마트 그린산단 및 물류플랫폼 조성에 대한 대구·경북지역 기업 을 대상으로 조사하였다. 즉, 대구·경북 통합 신공항 배후도시 역할을 위한 산업단지의 인프라 조성 방향에 대해 연구를 수행하였으며 주요 연구결과와 시사점을 요약하면 다음과 같다. 2010년 이후 구미지역의 경기침체가 지속된데다, 구미 하이테크밸리의 경우에는 고분양가 논란까지 이어지고 있는 상황이었던바, K-water(사업시행자) 및 지자체(구미시)의 다양한 인센티브와 적극적인 마케팅에도 분양실적 은 저조할 수 밖에 없었다. 이러한 저조한 분양실적 개선 및 입주기업 지원을 위한 스마트 그린산단과 물류플랫폼 조성 방향성 설정을 하고자 하였다. 이를 위해 대구, 경북 지역 내 유치대상 업종에 대해 스마트 그린산단 조성 및 스마트물류플랫폼 구축 필요성에 대해 중요도와 시급성 7점 척도를 바탕으로 각 항목별 우선순위를 도출하였다. 스마트 그린산단 조성과 관련하여 항목별 중요도와 시급성 측면에서 가장 높은 우선순위를 차지하고 있는 스마트제조고급인력양성과 공정혁신시뮬 레이션 센터 구축으로 문제해결 중심 커리큘럼 개발을 통한 인력양성과 중소·중견기업의 스마트제조 핵심역량 강 화 지원을 필요로 하고 있음을 알 수 있었다. 반면 스마트부스 및 에너지자급자족형인프라구축 항목은 도입에 대한 실효성 측면에서 우선순위가 낮게 나타났다. 스마트물류플랫폼 구축 필요성 역시 중요도와 시급성 7점 척도로 각 항목별 우선순위를 도출하였다. 항목별 중 요도와 시급성 측면에서 가장 높은 우선순위를 차지하고 있는 물류정보보안강화, 물류정보시스템공유는 물류정보 의 공유와 보안강화가 상충되는 항목이면서도 중요하고 도입이 시급하다고 판단하고 있는데, 사유는 물류정보의 경우 해당기업의 영업정보로 물류기업의 경쟁사 노출이 필연적인바 이에따른 블록체인 등 보안 관련해서 역설적으 로 더욱 강화가 필요한 부분이라고 할 수 있다. 반면, 자율주행트럭 및 공동구매시스템 항목은 스마트 그린산단과 수배송시 도입 효율성을 기대하기 어려운 시기상조라 판단되며, 원자재 등의 공동구매시스템 역시, 단지 규모 및 사업체의 매출과 생산량에 따라 공동 수급이 현실적으로 어렵다는 것으로 검토되어 우선순위가 낮게 도출되었다.
Abstract
Since 2010, economic recession has continued in Gumi, and particularly, the Gumi high-tech Valley has been controversial for the high lotting-out price; therefore, despite a variety of incentives and aggressive marketing from the local government (Gumi City) and K-water (the project operator), the sale result has been unsatisfying unavoidably. To improve the low sale result and give support for the companies located there, this study is to set up the direction for the construction of the smart green industrial complex and logistics platform. To address the goal, concerning the types of business attracted in Gyeongbuk, this researcher drew the order of priority in each of the items with the 7-point scale of importance and urgency regarding the necessity for the establishment of the smart green industrial complex and smart logistics platform. Concerning the construction of the smart green industrial complex, the highest priority was placed on the cultivation of high-quality manpower for smart manufacture and the establishment of the simulation center of fairness and innovation in terms of the importance and urgency in each of the items. This study has found that it is needed to cultivate manpower by developing a problem solving-centered curriculum and also support small- and medium-sized companies to strengthen their core competence for smart manufacture. Meanwhile, the item to construct the smart booth and energy self-suf- ficient infrastructure was placed low in the order of priority in terms of the effectiveness of induction. Regarding the necessity for the establishment of the smart logistics platform, too, the order of priority was drawn for each of the items with the 7-point scale of importance and urgency.
