A Study on United Germany's Shipping policy to foresight the Labor market of Korean Seafarers

Purchasing good ships and hiring good seafarers has traditionally been considered important in the shipping industry. Assuming unification of the Korean Peninsula, it is helpful to refer to the policy of United Germany for ideas on hire seafarers. The situation of a Germany, which has been located as a leading shipping states, will contribute to the establishment of shipping policies that prepare Korea for the future. In United Germany, the number of seafarers decreased despite the availability of low cost seafarers. Difficulty in supply for seafarers is a situation that can occur in the developed countries. An influx of low cost East German workers was expected from the United Germany, but in the case of the seafarers labor market, the overall trend of seafarers decreasing has been continuing. However, it is necessary to continue to maintain the policy of Germans that west Germans has been in charge of high-class seafarers. It means that as a result of analyzing previous studies and referring to the case of United Germany, as with Germany's policy, even Korea is reunified, Koreans will have to take on high-level seafarers' jobs. 4 scenarios will be presented in this study: as an alternative, the attractiveness of Korean seafarers' job is given priority above all else. After that, it is necessary to employ North Korean seafarers abroad or to establish seafarer training programs in North Korea.
