전문연구요원 병역지정업체 선정기준 개편방안 연구 - 창업기업 부설연구기관 중심으로 -

전문연구요원제도는 이공계 석・박사 연구인력 확보가 어려운 중소기업에서 활용도와 만족도가 높은 제도로 평가받고 있다. 본 연구는 전문연구요원 병역지정업체 선정 시 연구개발 중심의 창업기업 특성을 고려한 새로운 평가기준과 지표를 제시하였다. 창업기업에 대한 평가지표 개편을 위해 병역지정업체 신청 관련 통계자료의 분석, 유사 평가지표와의 비교, 산・학・연・관 전문가 인터뷰 등을 종합적으로 활용하였다. 평가지표는 4개 항목 으로 구분하고, AHP(분석적 계층화 과정)을 활용하여 항목별 가중치를 부여하였다. AHP에는 산업계(5명), 대학 (4명), 연구기관(4명), 정부(2명)에서 총 15명의 전문가가 참여하였다. AHP 결과를 반영한 항목별 배점은 연구성 과(33점), 연구개발투자(26점), 연구인력(23점), 연구기반・인프라(18점) 등의 순으로 부여하였다. 항목별 세부 평가지표에는 창업기업의 혁신성과 성장성을 반영하기 위해 기존 평가지표에 연구전담요원과 연구개발투자 증가 여부, 연구개발 집약도, 경영혁신형 중소기업(메인비즈) 인증 여부, 창업 관련 포상실적을 추가하였다. 본 연구의 결과는 창업기업의 전문연구요원 활용도를 제고하고, 연구개발 관련 우수 창업기업 선정 시 시사점을 제공할 것으로 기대된다.
Abstract
This study focuses on improving the evaluation criteria for selecting small and medium-sized enterprises (SMEs) for providing additional workforce through the Technical Research Personnel military service program. SMEs have a high demand for excellent researchers, and the Technical Research Personnel System is considered a highly effective policy tool to address such demand. The selection criteria were developed through statistical analysis of the characteristics of applicant firms, comparisons with other evaluation criteria used in similar policies, and interviews with experts from various sectors such as industry, academia, research institutes, and government. The criteria were divided into four categories, and weights were assigned using inputs from 15 experts and AHP (Analytic Hierarchy Process). The criteria were ranked based on the results of the AHP, with research performance receiving 33 points, R&D investment 26 points, research manpower 23 points, and research infrastructure 18 points. Additionally, the study incorporated the innovation and growth potential of the start-ups through indices such as the increase in research personnel and R&D invest- ment, R&D intensity, MAINBiz certification, and awards related to entrepreneurship. The results of this study can be applied to enhance the use of Technical Research Personnel in start-ups and provide guidance for selecting outstanding R&D-oriented start-ups.
