With the development of the party system and the activation of party politics in modern coutries, national decisions and state administration are made by political parties, especially the ruling party. It can be said that the reality is that the political opinion formation of the people is also dominated by party-state tendencies. It can be said that a party state appears as a principle in which the country is organized and operated according to the rule of law. This may have various meanings, but is generally considered to include the following meaning. first, the core of a party state is the rule of law. The rulle of law is the principle that all individuals and authorities must act in accordance with and comply with the law. In other words, law applies to everyone and provides limits and norms for exercising power. The party state plays an important constitutional role in providing services to the people fairly and justly, and in maintaining the safety and stability of the national government without abusing power. In such a party state, the problem arises as to how to harmonize the principles of the new party system, such as the traditional principle of popular sovereignty, national representation in the National Assembly, and the principle of separation of powers. In particular, the issue is how to harmonize the indefinite delegation of lawmakers according to the principle of representative system and the relationship with the political party and the state. Through this, we would like to examine the relationship between indefinite delegation of political parties and state. Party binding and indefinite delegation are important concepts that directly affect the performance and efficiency of an organization. By keeping them in harmony, an organization will be able to respond to change and grow successfully. Therefore, there is a need for harmony between party affiliation and indefinite delegation, as this is a key element in achieving organizational goals and achieving sustainable performance.
