Researchers in government-funded research institutes are core human resources that determine the productivity of these organizations. This study aims to redefine the career development stages of these highly educated and skilled researchers based on their R&D activities, and to identify competency levels and educational needs for each career stage. To define career development stages and derive competency sets, interviews and focus group interviews were conducted with researcher and related experts. It was confirmed that defining researchers' career stages based on accumulated scientific and engineering knowledge and experience, rather than traditional job grades like junior, senior, and principal, is more appropriate. Subsequently, to analyze researchers' competency levels and educational needs, t-tests, Borich needs analysis, and the Locus for Focus model analysis were conducted, and the results were synthesized. The analysis results revealed that researchers in government-funded institutes require a balanced range of scientific & engineering knowledge and skills at all career stages, and organizational-level competencies become increasingly necessary as their career progresses. This study is significant in that it proposes new educational perspectives and support measures that reflect the characteristics of researchers' career development based on the study's findings.
