조경시공 측면의 하천 유지관리 가이드라인 연구 : 지속가능한 관리 및 시민 참여 방안을 중심으로

This study establishes sustainable river maintenance guidelines from the perspective of landscape construction experts and proposes an integrated management approach involving local communities and environmental organizations. Current river management in Korea primarily focuses on flood control and infrastructure maintenance, often neglecting ecological restoration and recreational functions. Through an analysis of domestic and international policies, field surveys of Suwon’s four major rivers, and public perception assessments, this study identifies key issues such as fragmented governance, inconsistent maintenance practices, and insufficient ecological considerations. Based on these findings, a comprehensive river maintenance strategy is proposed. First, an ecological approach emphasizing natural riverbank restoration, controlled vegetation management, and minimal dredging should be implemented to preserve aquatic ecosystems. Second, community participation should be encouraged through volunteer monitoring programs and local stakeholder collaboration. Third, smart technologies, including drones, IoT-based water quality monitoring, and GIS spatial analysis, should be adopted to enhance efficiency and decision-making. Additionally, a standardized river maintenance guideline has been developed, covering periodic cleaning, vegetation control, dredging regulations, and infrastructure maintenance. Policy recommendations include establishing a governance framework that integrates central and local government agencies with civil organizations to improve coordination and efficiency. Implementing these strategies is expected to enhance the sustainability and resilience of urban rivers, ensuring they fulfill both functional and ecological roles. Future research should focus on pilot projects applying these guidelines to evaluate their effectiveness in different river environments
