러시아·우크라이나 전쟁 이후 러시아의 선도 사회·경제 발전 프로젝트의 성과와 시사점에 관한 연구 -극동지역에서의 발전 프로젝트를 중심으로-

This study analyzes the achievements and implications of Russia’s advanced socio-economic development projects following the Russo-Ukrainian War. Since 2015, the Russian Federation has been very actively promoting the development of the Far East, a region that has been relatively underdeveloped compared to other regions. The significance of the Far East development policy in Russia goes beyond the simple purpose of regional development and is recognized as one of the major national tasks, and its background is analyzed. The Far East region is of economic, political, and social importance because ① it is located at a crossroads connecting to the large economies of the Asia-Pacific region, including China, and ② it can be effectively used to overcome the obstacles that the West has installed throughout the world. In particular, with trade with Europe declining due to the Russo-Ukrainian war and NATO equipment increasing on Russia’s western borders, the strategic importance of the “virtually unobstructed” Far East region is likely to increase. The Russian government operates advanced development zones, free ports, special economic zones (investment attraction system), and the Far East Development Fund, centered around the Ministry for the Development of the Far East and the Far East Development Corporation. The government’s policy change regarding the Far East policy signifies a geoeconomic adjustment to Russia’s cooperation strategy toward Northeast Asia, and thus also provides implications for cooperation with Korea through the development of the Far East region.
