본 연구는 4차 산업혁명 기술을 전사적으로 통합하여 디지털 전환과 ESG 경영을 동시에 실현한 등대공장(Lighthouse Factory) 모델이 글로벌 제조혁신의 대표사례로 부상함에 따라, 등대공장의 현황에대한 이해를 기초로 중국 정부의 정책적 기여 및 민간기업의 전략적 대응을 종합적으로 고찰하였다. 특히, ʻ중국제조 2025ʼ, ʻ탄소중립 30·60 전략ʼ, ʻ스마트제조 고도화 생태계 정책ʼ 등 중국 정부의 다층적인 정책 아키텍처와 클라우드 기반 디지털 인프라, ESG-KPI(Key Performance Indicator) 연동프레임워크, 산업 클러스터 중심 생태계 조성 전략이 중국 등대공장의 급속한 확산과 구조적 고도화를 견인했음을 사례 검토 및 정책 분석의 과정을 통해 접근하고자 한다. 분석틀로는 포터의 다이아몬드 모델(Porter,1985)을 사용하여, 중국의 등대공장이 디지털 인프라의 고도화(요소 조건), 친환경·지능형 수요 증가(수요 조건), 클러스터 기반 기술 생태계(관련·지원 산업), 수직계열화 및 기술 내재화 중심의 기업 전략(기업 전략·구조·경쟁)의 네 가지 요소가 유기적으로작동하며 경쟁우위를 확보하고 있음을 규명하였다. 본 연구는 한국 중소·중견 제조기업과 정책기관이 중국 등대공장의 발전 및 구조적 전환 전략을 벤치마킹할 수 있도록, 전사적 디지털 전환 프레임워크 구축, ESG-KPI(Key Performance Indicator) 통합 경영체계 수립, 공급망 복원력 확보, 클라우드 기반 중소기업 지원정책 등 실천적 시사점을 도출하였다. 특히 중소기업의 디지털 포용성과 산업 생태계 내 연계성을 강화하기 위한 정책 설계가 중요하며, 글로벌 ESG 규범과 기술 표준 변화에 대한 선제적 대응 전략이 요구됨을 강조하였다.
Abstract
This study investigates the rise and structural development of the Lighthouse Factory model, which has become globally recognized as a leading example of manufacturing innovation by combining Fourth Industrial Revolution (4IR) technologies with enterprise-wide digital transformation and ESG management. Based on a thorough understanding of the current landscape of lighthouse factories, the study examines both the strategic policy efforts of the Chinese government and the technological responses of major manufacturing companies. Specifically, it empirically explores how China’s multi-layered policy framework—covering “Made in China 2025”, the “30·60 Carbon Neutrality Strategy”, and the “Advanced Smart Manufacturing Ecosystem Policy”—together with cloud-based digital infrastructure, ESG–KPI integration frameworks, and cluster-based industrial ecosystems, has driven the widespread adoption and structural enhancement of lighthouse factories across China. Using Porter’s Diamond Model (1985) as an analytical framework, the study shows how China’s lighthouse factories have gained competitive advantages through the combined effects of four factors: advanced digital infrastructure (factor conditions), increasing demand for sustainable and intelligent production (demand conditions), strong cluster-based technology ecosystems (related and supporting industries), and vertically integrated, innovation-led firm strategies (firm strategy, structure, and rivalry). Based on these findings, the study presents practical implications for Korean SMEs and policy institutions aiming to benchmark China’s transformation model. Recommendations include establishing enterprise-wide digital transformation frameworks, developing ESG–KPI integrated performance systems, enhancing supply chain resilience, and expanding cloud-based digital support policies for SMEs. The study highlights the importance of strengthening digital inclusiveness for SMEs, improving interconnectivity within industrial ecosystems, and creating proactive strategies to meet global ESG norms and evolving technological standards.
